If fouls are indicative of effort why does Ben Wallace rarely foul out? (I'm not comparing anyone to Ben, it's just an example that fouls = effort is far from truth)

We're talking about a guy that out rebounded Oden while averaging more
cumulative blocks and steals as well. He achieved this while playing out on the perimeter while Oden was camped in the lane mind you.
Now all of a sudden Durant is soft.
Tell you what, explain to me how Oden is not a better rebounder than Durant in college, but he's automatically better coming into the NBA?
