The whole unit is referred to as "a scale". If any part of the unit including the measuring for height parts are broken someone will just say that the scale is broken, regardless of which part was broken. So hence his statement the scale is broken, can be expanded to say that the measuring part of the scale is broken, which no one would use in normal conversation. So, the Pistons Organization only has one scale which happens to have a broken measuring thingy, and they have no tape measures, or access to one of those walls with the little hash marks on it.
I guess that the Sioux Falls Skyforce, being a minor league team, probably doesn't have a scale with a measuring bar on it at all.
Hopefully, someday we will have the technology to measure this kid. Until then, I guess the best we can hope for is speculation based on his proximity to people of known height.
