Wow, that's awfully vague. "Most" other cases? "And/or"? Good luck figuring that out.
What I think happened is that CB gave him room to land but realized that Daniels' momentum was almost certainly going to result in a collision. But, had Daniels seen that CB was right there, he could (in theory) have stopped after landing and not turned around at all, which would have avoided the contact completely. So the refs called it a charge.
