Well, it could cost you between $4 and $6 million in redistributed tax monies, so if you are over, not only did you pay dollar for dollar tax, you also miss out on a nice chunk of the rebate.
Is winning a title worth giving up (potentially) $7 million? For a privately owned team of modest means like the Spurs, probably not.
