I wouldn't get hung up on the remark. Ronzone probably has a missionary zeal for scoring international "firsts" and bringing more of the world to the NBA.
There's another, bigger question. Here's an old NBADraft.net profile:

Tal Burstein 6-6 PG/SG Maccabi Tel Aviv (Israel) 1980 -- Very solid, fundamental player who had a big game for Maccabi in the Euroleague Final Four. At 6-6 he can play 3 positions: PG, SG and SF. In the past year he's become more of a shooter, (he shot 50% from the 3pt. line) and penetrater, bus he's still got PG skills. Was the star of the second place Israeli team in 2000 U-20 European championship. He also very smart player that start for last year Suproleague champions Maccabi Tel-Aviv.

That sounds a lot like Carlos Delfino to me, and Carlos can't get playing time as is. Maybe this is just an innocuous "please the locals" article, but it invites speculation about Carlos' future with the team.
