How hard is it to develop handles and a shot? For some guys it could be worth several million dollars.
Anyone know how common/ uncommon it is to hiring trainers to develop skills? does the learning curve taper off with age/ experience?

I think that it is probably easier to improve shooting than dribbling in a 2 year time period. The shot is like the golf swing... practice helps, but technique will make it a lot easier and more consistent. Good shooters tend to have similar mechanics. But dribbling is an art form.

A good example is Darko. When skills like sitting and supporting his head with one arm braced on his knee suffered under the bright lights of the Palace, Joe had no choice but to trade him to a team that would take a gamble that he could actually run, block and shoot.
Not the wisest career move in my opinion. Only 5 guys can play at a time, but 10 guys? They get to sit and the best sitters have a larger job market to pursue.
Job security is an important consideration in a NBA hellbent on globalization.

Lots of guys use trainers. Jordan's use of Tim Grover pretty much created an industry for off-season trainers. At the draft level, here's a description of a typical training workout (http://www.draftexpress.com/viewarticle.php?a=1328).
