"Europe is concerned that NBA is 'stealing' its players", explains Stankovic. "The issues is not so much that European players are leaving for the NBA as much as at what age they are doing so. In general, it seems that NBA teams, constantly looking for new talent, have little patience to wait for players to mature and get experience before going into the NBA. I think there are very few young Europeans that found quick success in the NBA. There are many more that first matured in Europe, like Stojakovic, Ginobili, Rebraca, Jaric, Nesterovic, Nocioni or Kirilenko, before coming to the NBA. As things are right now, its not good for NBA or for European basketball because both sides are at a loss. Many players return to Europe after only one season because they did not fit in." Really interesting article. The raiding of European talent does hurt the teams there from a broad perspective, however many players have expensive buyout clauses that keep them tied to their team or offer a significant cash benefit for players embarking to the NBA.

Mark Cuban had a blog post on something similar, a business idea around developing talent and then using buyout clauses to get paid for doing the development work.
