The problem is - on player can change fortunes of the whole franchise - duncan, lebron, shaq, etc. And for smaller market teams drafting is the only realistic option for allstars.

There has to be a balance between incentive and disincentive. It also has to have a positive impact for the league. Phoenix winning the lottery would not have been the best outcome for the league. It would make the west relatively stronger. Having said that, I don't think it is that hard based on the amount of basketball talent floating around, to put together a competitive team. It is just a case of actually wanting to do it.

Just as an aside, league parity is not actually what is wanted. Slight disparity drives revenue better.

I could care less about league revenue. I just want my team to not suck every year.

Where I'm from teams get rewarded for being good and penalized for being bad, that is nonsense. How would the premier league, soccer world cup and tour de france NOT be better if the outcome is dependent on polls and computer elements?

How about Adam Silver just assigns the picks himself in line with the best interests of the league as he sees fit. They can get rid of the lottery altogether. Use the money savings from not having the lottery, and covering up the fact that it is rigged, and use it as a subsidy to lower ticket prices for the fans.

How much money does the lottery cost? I know ping pong balls are expensive.

It costs a lot of money to bribe Ernst & Young to get the outcome they want.

Ive wondered about that too. Can they stuff the drum with 80% Clev balls to fool the auditor, or keep on drawing until they get what they want.

could be they verify that each team got X-amt of balls. Not the fact that say each ball was coded so the operator knew which ones to pick.

    Big Foot - real
    Lochness - no

Not to get too political but I would not trust a Financial auditing co to be completly honest.

There are a lot of people that actually believe the NBA lottery is rigged. Each NBA team involved in the lottery has a representative physically present during the ping pong ball selection. I'm not sure how this could be rigged?

Yes, the 14 team representatives, along with 4 media personnel, and an independent auditing firm, are all in the room and watch the draw.

Even the folks at the tourist trap doubt Nessy to be real. I did have a taxi driver swear he saw her though. So I'll say maybe :P
