Jazz Extend Qualifying Offer For Millsap Jun 26, 2009 2:33 PM EST Utah Jazz general manager Kevin O’Connor announced today that the team has tendered a qualifying offer to forward Paul Millsap. Per team policy, financial terms were not released. In accordance with the league’s collective bargaining agreement, in order for a team to retain its right of first refusal with respect to a restricted free agent, the team must tender the player a qualifying offer prior to June 30. A restricted free agent may sign an offer sheet with any team, but is subject to a right of first refusal with the team for which the player last played.
Most of the time it is just the technicality to keep a player from becoming unrestricted. And that's where the negotiations begin.

I wouldn't want Millsap or Lee for 9=10 million. I think somewhere around 6-7 million is more like it.
