I wouldn't go that far. The Bulls paid 15-16 million per year in a strong market to add a scoring/rebounding and starting PF that they badly needed. The Pistons paid approximately 10 million per in a bad market for a 6th man on a team with no starters.
He starts and can play for more than 20 minutes a night without some circus line-up, can't he? I don't have a problem with Gordon except with how he fits here amongst the other holes and problems.

If you look at the last season, Allen and Gordon have very similar stats per 36 min: Ray with 16.7 pts 3.3 rbs and 2.7 asts vs Ben's 17.8-2.5-3.5. Look at the supporting cast, then look at the annual trends with Allen clearly on decline and Ben just entering his prime, albeit slown down by injuries this past year. So, who would you rather have?
