MLB using juiced baseballs?

ESPN.com - MLB - Computer study claims 1998 baseballs were juiced

Is it steroids? Juiced baseballs? A combination of both? None of the above?

How was it that a record that stood for so long has now been blown out of the water 3 times in 4 years?

1961 - Roger Maris hits 61 homers to break Babe Ruth's record of 60 in 1927
1998 - Mark McGwire hits 70 homers and Sammy Sosa hits 66
2001 - Barry Bonds hits 73 homers
